How Much Portuguese Does Brazil Ask For?
For citizenship, there is an answer, and it is softer than many people expect.
Picture a couple named Paul and Ruth. Both are 66. They have lived in a Brazilian city for two years. They shop, order lunch and chat with neighbors in a mix of Portuguese and gestures. Ruth asks, "At what point does the government say we know enough?"
For daily life, no official page can answer that. It depends on you and your street. For citizenship, there is an answer, and it is softer than many people expect.
What the law says
Brazil's migration law is Lei 13.445 of 24 May 2017. Article 65 lists the conditions for ordinary naturalization. Two matter here:
- Residence: "ter residência em território nacional, pelo prazo mínimo de 4 (quatro) anos" (at least 4 years of residence in the country).
- Language: "comunicar-se em língua portuguesa, consideradas as condições do naturalizando" (communicate in Portuguese, taking the person's circumstances into account).
The words "taking the person's circumstances into account" leave room. The law does not name a test, a level or a score.
Article 66 lowers the 4 years to "no mínimo, 1 (um) ano" (at least 1 year) in some cases, including having a Brazilian child or a Brazilian spouse or partner. Article 67 sets a separate route for a person settled in Brazil for more than 15 years in a row without a conviction.
How people show it
The Ministry of Justice publishes a document list for ordinary naturalization. Item 13 asks for a "documento indicativo da capacidade de se comunicar em língua portuguesa" (a document showing the ability to communicate in Portuguese). Several papers are accepted.

The list does not state a Celpe-Bras level or a minimum score. It points to Portaria 623 of 13 November 2020 (Ministry of Justice and Public Security), published 17 November 2020, as the rule behind this item. I read the text of that Portaria. Article 5 says each listed paper, the Celpe-Bras certificate among them, "é indicativo da capacidade de se comunicar em língua portuguesa, consideradas as condições do requerente" (is an indication of the ability to communicate in Portuguese, taking the applicant's circumstances into account). It names no Celpe-Bras level or score. The copy I read is hosted by a federal university, not the Ministry.
The exam
Celpe-Bras is described by INEP, the federal education agency, as "o exame oficial brasileiro para certificação de proficiência em língua portuguesa para estrangeiros" (the official Brazilian exam certifying Portuguese proficiency for foreigners). It is given twice a year, in Brazil and abroad. It has a written part and an in-person oral part. INEP's questions page adds that to receive a certificate, a person must reach "pelo menos, o nível intermediário" (at least the intermediate level) in both the written and oral parts. That is the exam's own pass mark, not a rule for citizenship.
INEP's questions page (the page shows an update date of 23 July 2024) sets the maximum registration fee at BRL 247 for test centers in Brazil and US$115 for centers abroad, and says a center may not charge more than the amount in the notice. The page also lists the certificate levels by score: intermediate from 2.00 to 2.75, upper intermediate from 2.76 to 3.50, advanced from 3.51 to 4.25 and upper advanced from 4.26 to 5.00. Nothing below 2.00 earns a certificate. The 2026 second edition is set for 20 to 23 October 2026 in Brazil and 24 to 27 November 2026 abroad (INEP news item, 27 July 2026). That item says registration ran from 27 July to 6 August 2026 and that the rules are in Notice (Edital) No. 92; it does not repeat the fee.
What this article leaves for another day
- A language test for a residence permit or a retirement-type visa. The pages in the sources set none; the language condition appears only in the naturalization article above.
- How much Portuguese daily life takes. No official source measures that, and it depends on you and your street.
- Each center's own fee, which can be lower than the maximum. The center tells you when you register.
