Portugal or Spain? Two Countries Side by Side

"Let's put only the written rules on them," she said.

Picture a couple named Corbin and Isadora, 66 and 64, who rent a flat in Valencia for a month each spring and a room in Lisbon each autumn. They have come home from both and cannot choose. Isadora laid two sheets of paper on the table. "Let's put only the written rules on them," she said.

She added one rule of her own. A row counts only when both sheets have an answer, measured the same way. If one sheet is blank, the row is marked "not in our notes," and the blank is not scored for or against that country.

Corbin pointed at the first row. "Spain has a number. Portugal has a blank."

"The blank is ours, not Portugal's," Isadora said. "The consulate pages would not load when we checked."

Isadora counted what could be compared. Seven rows have an answer on both sides: citizenship, tax treaty, life expectancy, price level, monthly spending, homicides and property. Four rows have a blank on the Portuguese side: the money test, the days, the wealth tax and the public health route. Spain's answers in those four rows cannot be set against anything yet, so they say nothing about which country is easier. The four blanks are the calls to make next.

They stopped at the citizenship row. Both say 10 years. In Portugal, reported sources say the clock begins only when the residence card is issued. A woman Isadora met in Lisbon had counted three years she spent there as a tourist. Under the rule now in force, those years would not count (reported).

Reading the table

The rows that say to ask the office show where the next phone call goes. The Spanish 183-day line could shape a year. A long summer visit home could leave a couple under it at renewal time.

On the money rows, Spain costs a little more by both measures: a price level of 0.65 against 0.60, and US$2,972 against US$2,811 for a couple. The Portuguese figure includes a health placeholder of US$150 a person that is not checked, and the Spanish one uses the published public rate. So the difference of US$161 a month could grow or shrink once Portugal's health line is checked.

  • Ask the Portuguese consulate for your state for its written checklist and the income test for the passive-income visa.
  • Ask the Spanish consulate for your state how it counts days in Spain for renewal.
  • Ask an accountant who works with Americans abroad whether Spain's regional wealth tax or the €50,000 foreign-account report could apply to your savings.
