Costa Rica or Colombia? Two Countries Side by Side
Magnus had read that Costa Rica is the calm one.
Picture a couple named Magnus and Philomena, 70 and 68, who have narrowed their list to Costa Rica and Colombia. Magnus had read that Costa Rica is the calm one. Philomena had read that Colombia is the low-cost one. They agreed to test both sentences against the written record.
They also agreed on one rule. A row counts only when both columns have an answer, measured the same way. If one column is blank, the row is marked "not in our notes," and the blank is not scored for or against that country.

Philomena counted the rows that could be compared. Six have an answer on both sides in the same unit: citizenship, tax treaty, life expectancy, price level, monthly spending and homicides. Two have a blank on the Costa Rican side: the visa money test and the health rules. The land row has an answer on both sides, but they describe different things. One is a rule about a strip along the coast, and the other is a problem with unregistered deeds. They cannot be ranked against each other.
Magnus looked at the homicide row first. "Costa Rica is lower than Colombia. But look at the three years."
"It rose from 11.62 to 17.75," Philomena said. That is 53% in two years. For the same year, 2023, the two countries read 17.75 and 24.91.
"Then the calm one is not as simple as the sentence."
"And the low-cost one?" she asked. Colombia's price level is 0.38 and Costa Rica's is 0.59, and the estimate for a couple is US$2,197 against US$2,979. So the sentence holds on both lines. The Costa Rican spending figure includes a health placeholder of US$150 a person that is not checked, so the gap could change, but the Colombian figure is lower by US$782 a month, which is more than any plausible health change would close. The price level is a national average, and a couple's town and way of living shift it. The visa asks for three minimum wages, so the 2026 wage matters. Ask the office, or a paid professional.
The beach lot
They had also been shown a lot near the sea in Costa Rica, "titled and ready." The first 50 m from the high tide line is public, with no building. The next 150 m is state land that can only be leased, for set periods and uses. That makes a strip 200 m deep. Elsewhere, titles are mostly clear, though a 2024 case involved notaries altering records.

- Ask the Colombian consulate for the 2026 income threshold in dollars and the fee for Americans.
