Picture a couple named Evander and Prudence, 68 and 65, at their kitchen table in Ohio. Their daughter Imani has asked a fair question on the phone: "Why Portugal?" They have no short answer. They agree to list only what they find on an official page or in a reputable news report.

"Three and three," says Evander. "It doesn't tell us which way to lean."

"Then we ask the people who decide the rest," says Prudence. She points at the second row of Costs. "Imani's first question will be where we live, and house prices are going up."

The couple notices something about their own list. The income test, the part most guides talk about, is the lightest item on it. Their pensions clear it. The heavier items are the tax bill and housing, and those depend on where they live and how they are paid. Under the treaty between the two countries, a private pension is taxed only by the country where the person lives. Social Security may still be taxed by the United States. They are not sure how that adds up for them.

They also remember an older article that promised a special low tax rate for new arrivals. Whether anything like it is open to new retirees now is a question for the tax agency, or a paid professional.

  • Ask the Portuguese consulate that covers your state for the current income test, the papers it wants and how long appointments take once the visa is issued.
  • Ask the Portuguese tax agency, or an accountant who works with Americans abroad, how your pension and Social Security would be taxed together.
  • Rent for a few months in the town you like before signing a long lease, and ask neighbors what they pay for housing.
